Our History

Tampines Changkat Toastmasters Club (Tampines Changkat TMC) was originally known as NCOC1 (National Community Organisations Council 1) Toastmasters in Singapore.

In 1992, the Lion City Toastmasters Club was approached by the Ministry of Community Development (Singapore) to setup a Toastmasters club for grassroots leaders. The primary aim of the new club was to train grassroot leaders in effective communication skills so as to facilitate their dealings with the residents in their estates.

After meeting with the officials of the Ministry of Community Development (MCD) to explain the procedures and to work out the administrative support for the new club, Augustine Lee, DTM, of the Lion City submitted his sponsorship of the club.

The original plan was to have five clubs in Singapore, one each for the north, south, east, west and central. MCD officials proposed to kick off 1 club first and therefore named it as NCOC1 Toastmasters. NCOC means National Council Organising Committee and it covered groups like Residents’ Committees, Women’s Executive Committees, Citizen Consultative Committees and others. Fortnightly meetings were first held at the MCD Building at Thomson Road and  later at the premises of the Grassroot Recreational Club at MacPherson Road. Due to the disbandment of the NCOC by the Singapore government in 1996, the club moved to Tampines East Community Club.

It was a good 2 to 3 years in Tampines East Community Club. Due to administrative disagreement with the Community Club at that moment, the club decided to move out to other venue.

The club was then moved to Tampines Central Community Club and we were known as the Tampines Central Toastmasters Club. It had been an eventful 2 years as Tampines Central Toastmasters Club but due to administrative disagreement with the Community Club at that point of time, the club would need to move to another location.

In 2002, the club moved to Tampines Changkat Toastmasters Club, our current home.

And for the past many many years, despite team after team of ExCo taking over and handing over. There is one thing that never change since the club was NCOC1 Toastmasters Club, the club holds the meeting at first and third Thursday of the month.
